The right of the University of Victoria and other sa国际传媒 universities to issue parking fines is on firmer ground with the introduction of provincial legislation this week.

The legislation is retroactive, so previous fines won't have to be refunded. UVic issues approximately 10,000 parking tickets in an average year, generating about $250,000 for such things as parking-facility maintenance, and cycling and transit initiatives.

"This just basically affirms that we do have the authority to regulate parking on campus and levy fines," UVic spokeswoman Patty Pitts said.

UVic stopped issuing parking fines in April after the sa国际传媒 Supreme Court ruled that the University of sa国际传媒 did not have authority to issue fines under the terms of the University Act. The issue arose when a Vancouver man disputed the towing of his car from UBC in 2004, launching a class-action lawsuit the following year.

UVic was not part of the court case but stopped handing out fines as a precaution. Fines were reinstated three months later.
