Two RCMP officers were expected to attend Langford council’s Monday night meeting, in response to what the city is calling “unacceptable behaviour” by some members of the public.

Langford issued a statement Monday afternoon saying the measure is “regrettable but necessary,” and was being taken out of an abundance of caution.

The city said the inappropriate behaviour has included outbursts from some members of the public, name calling, yelling and heckling.

The city has said disruptive or aggressive behaviour will not be permitted, noting such behaviour could be intimidating to staff or other members of the public.

The statement noted Langford has obligations under the Workers Compensation Act, as well its own policies, to protect the physical and psychological safety of staff and members of the public during public meetings.

The city said it has had feedback from members of staff indicating increasing concerns for their personal safety.

“Across British Columbia and throughout the country, local governments are being compelled to take proactive measures such as these to protect staff and members of the public from physical threats and verbal assaults, which can hinder the expression of all voices during council meetings,” the city’s statement said.

“It is regrettable that these steps are necessary, as the city actively encourages the sharing of diverse views. However, some members of the public have chosen to express their views in a manner that cannot and must not continue.”
