Finance Minister Mike de Jong鈥檚 reasons why a fall sitting of the legislature isn鈥檛 necessary don鈥檛 really add up.
He said the government is engaged in 鈥渢he preparation of the budget.鈥� But they engage in that work every year. The budget is still six months away and governments have managed in the past to squeeze fall sittings into the calendar.
He also said they鈥檙e working on 鈥渟ome pretty significant projects like the development of a taxation regime for liquefied natural gas.鈥�
But that was the main reason for a fall session in the first place. sa国际传媒 was expected to send a solid signal to all the proponents of LNG projects about how it was all supposed to work.
Not recalling the legislature because the government is still working on an LNG tax system implies that they鈥檙e falling behind schedule on that work. Premier Christy Clark later confirmed that鈥檚 the case.
He also said they want to 鈥渢ake the time to prepare for a robust spring session.鈥�
As if sitting in the fall for a few weeks would leave the sa国际传媒 Liberals too depleted and exhausted to come back in the spring.
The sa国际传媒 Liberals have once again left themselves wide open to charges that they are dodging the legislature. The one valid defence de Jong offered was the fact it鈥檚 an election year. The campaign was the ultimate accountability measure, and the Liberals obviously passed that test easily.
People who believe the measure of success is how many days the house sits will always be offended when the government curtails the calendar, he said. But he said others will ask: 鈥淗ow many more laws do I need to be governed by?鈥�
Legislature sittings usually work to the benefit of the Opposition. But this one could have been designed to expose some of the uncertainties on the New Democratic Party side. Leader Adrian Dix will make his plans known next week, and not many people expect the status quo to hold.
It looks simply as if the sa国际传媒 Liberals don鈥檛 feel the need, and couldn鈥檛 be bothered.
In place of a legislated LNG tax system, de Jong offered the idea that a framework or outline will be public by the end of the year. 鈥淚t鈥檚 urgent because of the measure of import that we have assigned to getting on with the development of the industry.鈥�
There鈥檚 not much worry that proponents will get impatient and go elsewhere. There is some serious money invested on the north coast, and de Jong said there鈥檚 a high level of engagement with the companies.
鈥淭here鈥檚 extensive and pointed consultation work taking place.鈥�
The tax regime is just one of the many moving parts that have to be fitted together in the next few years before the first ship full of LNG sails for Asia.
The exact job is to secure a fair return for taxpayers from companies that get the rights to access and develop the resource.
sa国际传媒 has to be competitive internationally and make the proposition attractive to companies that have international options if they don鈥檛 like what sa国际传媒 offers.
鈥淵ou鈥檝e got to find that sweet spot.鈥�
De Jong made the comments while delivering a budget update that showed when it comes to giving the economy a boost, LNG can鈥檛 come soon enough.
鈥淪luggish 鈥� cautious 鈥� moderate鈥� were the words in use as the minister was forced to downgrade the margin of his budget surplus for the second time in a few months.
Liberals went into the election campaign forecasting a thin surplus of $197 million. When they updated the number after the election, the margin shrank to $153 million. On Tuesday, it was whittled down further, to $136 million.
NDP finance critic Mike Farnworth heaped more doubt on the idea that this year鈥檚 budget will balance. But the NDP campaigned on the notion that an NDP government wouldn鈥檛 balance it either, which tends to invalidate the point.
Just So You Know: After a relentless, saturation advertising campaign devoted to the sa国际传媒 Jobs Plan that ran for months leading up to the election, Tuesday鈥檚 report included an update on that front, as well.
鈥淭he pace of employment growth has been nearly flat through the first seven months of 2013.鈥�
The year-to-date data shows a 0.1 per cent gain over last year, about 1,200 more jobs.
