A retired lawyer from Jacksonville, Florida, told me of the amalgamation of Jacksonville in 1968. That amalgamation allowed Jacksonville to deal successfully with a large number of area-wide problems, and a study of Jacksonville鈥檚 amalgamation process might help show how the 13 fiefdoms of Greater Victoria could come together as one medium-sized city.
