Carbon tax doesn鈥檛 look like incentive

The government imposes a tax of, say, $100 on large emitters such as refineries. Refineries raise their price to consumers by $100 to compensate for their higher costs. Prime Minister Justin Trudeau gives $100 back to the consumers to offset their higher costs.

So the producers, the government and the consumers all net out to zero. How does any of this provide anyone an incentive to produce less carbon?
