You would shop around for the best rate, which was much lower for good drivers (good risks), and signed on. If you had a claim, your insurance company's adjuster would look after any claims and repairs would be done without delay.
It would be prudent to see some competition from the private sector for basic insurance, as is available for optional insurance. We would then have some comparisons as to the efficiency of ICBC.
