Also, the article says that: 鈥淚t appears there were problems in securing the load.鈥�
Why is this now the debt of the Victoria Harbour Authority? Does no one have insurance coverage for their ability/inability to safely load and deliver a product through the Pacific Ocean in the winter storm season?
